History of the Romanian National Gambling Office

The Romanian National Gambling Office was established in 2013 to license and monitor gaming operators. Today, a total of 23 companies are licensed by the ONJN, while several others continue to operate with illegal status. Although ONJN knows the casinos that operate illegally in Romania, it has no way to restrict their access by users.

The Romanian National Gambling Office is therefore, since 2013, the authority responsible for licensing, regulating and monitoring casino operators in Romania. The scope of their responsibilities includes casino games, bingo, lotteries and bets placed online via the internet.

The Romanian National Gambling Office is a government body, which means that it functions through a budget specified by the government. Licensing process

According to the current Romanian gambling legislation, to apply for a gambling license the applicant must be a Romanian legal entity (company) or a legal entity belonging to any other country of the European Union, the European Economic Area or the Swiss Confederation. These companies can apply for the Class 1 license.

Companies that carry out ancillary activities to remote playgrounds in Romania can apply for a Class 2 license. Some examples of these are auditing and certification companies, payment processors, marketing affiliates, among others.

The Class 3 license can only be issued to lottery game operators, and is currently under the monopoly of the Romanian National Lottery, organized by the state.

As for the licensing process for Class 1 and Class 2 licenses, it is quite straightforward and clear. A number of documents will be required and should be sent to the Romanian National Gambling Office. The application is then reviewed and voted on. The license is valid for ten years and is subject to annual fees.

The ONJN is authorized in some cases to revoke the issued license. An operator who violates the established rules, for example, risks losing his license. To retrieve it, a new application must be submitted.
